UNDRR and the World Meteorological Organization have promoted a handbook on early warning and early action systems for fragile, conflict-affected and violent contexts.
Expanding multi-hazard early warning systems in such environments is critical for saving lives and livelihoods and for strengthening climate adaptation and resilience.
The work forms part of the global Early Warnings for All initiative, which aims to ensure that everyone on Earth is protected by an early warning system by 2027, including populations living in some of the world’s most climate-vulnerable states.
The handbook is intended to help countries and partners increase investment, anticipate disasters, protect vulnerable communities and build long-term resilience in environments affected by climate risks, conflict and fragility.
